На сегодняшний день у нас есть прототип этого сайта, но мы хотим его переделать на PHP, MongoDB и на клиенте React , Angular или что-то подобное.

Скажите пожалуйста, бюджет фиксированный? Дело в том, что прототипирование заменяет лишь Тех Задание, но никак не коддинг и вёрстку сайта. Полагаю с дизайном Вы тоже уже за шаг до окончательного варианта. Поэтому стоимость проекта уже будет ниже в стоимости значительно, но всё же выше, чем Ваш бюджет.
Предполагаю также, что
1. необходимо будет сделать мультиязычность (в среднем рыночная стоимость мультиязычности 20-25% от стоимости проекта за каждый язык)
2. Адаптивная версия под мобильные приложения: (в среднем рыночная стоимость +30-40% к стоимости проекта.)
