- Есть кастомный тип записи
- Есть куча разных полей на ACF в том числе репитеры.
- Есть заверстанная форма которая устраивает клиента https://nightfallgroup.com/page-steps/ - она натянута на CF7, но есть и отдельно верстка
- Нужно сделать страницу с этой формой, что бы эта форма создавала пост со всеми полями в статусе черновик - это будет часть личного кабинета в дальнейшем.

Можно реализовать как на базе CF так и отдельным функционалом (для удобства оформить в виде плагина без настроек). Но, в любом случае реализация "из коробки" не подойдет.
Вы указали, что используются репитеры, но в заверстанной форме нет динамически добавляемых полей.
Необходимо знать полный перечень полей и их типов. Возможности автозаполнения полей, если необходимо. Логику проверки полей, если она не базовая на проверку пустоты или неподходящих данных по типу поля. Дополнительные пожелания к функционалу.
Плагин, который вы указали для формы, подходит для простых форм.
