Не раз замечал, что на мобильном сайт грузится около секунды, а сервис Google PageSpeed показывает 56% ( и 3 сек). В то же время сервис gtmetrix показывает 96% и скорость 1,2 сек - что более соответствует реальным показателям.

Согласен с тем, что гуглевский спидометр, по своей сути, имеет только потенциально рекомендательный характер. Для измерения реальных показателей есть другие инструменты.
