Заказ очень интересный, но например вы рисовали inline кнопки и они работают как кнопки, а не посылают текст в чат, посмотрите в моем портфолио видео для наглядности. Потом очень сомнительная тема на счет таймера в 5 минут, пока, что такого функционала нельзя достигнуть по API бота к сожалению. Очень интересное задание, я бы взялся за него, но сомнения на счет моего опыта, так то все понял по заданию и смогу выполнить, но боюсь подвести).

Админку могу делать, посмотрите моего игрового бота, там такая же схема. Id юзера в телеге сравнивается со списком и если он есть, то получаете доступ к админке. В моем игровом боте если у вас есть аккаунт уже, он проверяет по id пользователя, то он сразу предлагает вам продолжить игру, а не регистрироваться заново. Интерфейс больше удобен в стиле inline кнопок(меньше спама в чат), посмотрите видео моих работ в профиле и поймете

На счет того, чтоб юзер копировал и вставлял, почему бы не сделать это в качестве кнопок? И ошибок меньше, клиенту проще. Так же клиента можно узнавать по его телеграмм id, да и думаю, проверку по номеру телефона можно сделать, только, чтоб клиент сначала ввел телефон и тогда уже бот прошелся по базе. Заполнение полей можно сделать через хандлер принимающий текст, посмотрите пример моего бота в портфолио(Бот поддержка). Если у приватбанка есть API, то конечно можно подключиться, только выполнить можно через и другие сервисы можно данный функционал. На счет таймеров для резерва это очень сомнительно, но я постараюсь понять, как это можно сделать.
