точно. не увидел на скрине описание) у вас два правила одинаковых. просто смените порт ссш
даже не порт. я верно понимаю вам нужно чтобы с одного внешнего ип конект шел на одну вирт а с другого на вторую?
поставьте pfsense/endian firewall и воротите nat/пробросы портов как нормальный человек, без танце с iptables на proxmox

он имеет обрезанную лицензию, потому проще использовать то, что я написал
иптаблес тоже отлично справляется с этим. зачем докупать оборудование если просто ошибка в конфиге. там указанн 1 внешний ип и 22 порт в 2 правилах. если нужен доступ по разным внешним ип то прпоисать алиасом доп ип и исправить правило. если же доступ по 1 внешнему то сменить входящий порт в одном из правил. проблема думаю уйдет
это когда вы раз настроили и пользуетесь, а когда нужно пробрасывать порты часто - то веб панель меня больше привлекает + на гипервизоре нет лишних говноправил в фаерволе, которые новому админу возможно что-то сломают
да и в масштабах 5+ вирт машин проброс портов и редакирование конфигов приводит вот к таким задачам на фрилансе
