На самом деле и требования не ясные. К примеру зачем modbus.
Или к примеру три разных vcs. Скорее просто список технологий из какого-то направления. В любом случае embedded c developer это не 1500usd 😉 jtag скорее всего накладывает ещё и ограничение на Geo. Или вы девайс и девкит высылаете?

Задача ок, но боюсь с озвученным бюджетом вам не найти человека который бы соответствовал перечисленным требованиям. Вы можете взять человека заинтересованного в изучении озвученного стека технологий, но уже с базовым уровнем С
