чтобы парсить чаты бот не поможет, нужно через апи, есть риск быть заблокированным, парсить каналы не получится, что бы вам кто не говорил, только чаты

мне нужен не чат бот мне нужен бот тг который бы собирал активные юзернеймы и потом я мог им же раскидывать приглошения или же заганять их в группу тг

Бот не сможет собрать юзернеймы с группы если он не подключен к группе, если делать рассылку приглашений в ручную то бот не нужен, если делать рассылку юзерам через бота то можно нарватся на блокировку, слово спам вам знакомо надеюсь
