All leads from the website (on WordPress) (from all forms on the site) go to a Google Sheet + are sent to one common email (via a form plugin on the site).
Since there are now two physical locations, all these leads need to be distributed equally between the two locations (i.e., to two new separate emails).
The idea is to send each new entry in the sheet alternately to one of the two locations (to one of the two emails). Even-numbered rows go to one location - odd-numbered rows go to the other location.
Our Google Sheet has several tabs - that is, each separate tab contains leads from a separate section of the site - this has historically been convenient for us.
Leads are forms with several fields.
It is necessary not just to send to a specific location that a new entry has appeared in the sheet for it (as a new lead) but to take all the lead data as a whole filled form and send it to the email. No employees from the location will access the sheet - they only receive emails with all the lead data.
There may be alternative methods to implement this. But in principle, this approach works for me.

Your approach (even/odd rows) works and can be implemented in Google Apps Script directly on your spreadsheet without additional services and plugins. The script triggers on a new form submission, reads all fields, forms an email with the full content of the form, and sends it to one of two locations depending on the counter.
Alternatives are worth considering.
The evenness of rows works simply, but there is a nuance: if one of the lead sheets has significantly more entries, one location may receive disproportionately many over the period. Options:
A global counter for all sheets together, exactly 50/50 between locations regardless of the form.
Distribution by geography or area code, if it makes sense for the business.
Distribution by days of the week (Monday, Tuesday, Wednesday to one location, Thursday, Friday, Saturday to another).
If there are no strong advantages in client geolocation, even/odd with a global counter will be the most accurate.
… What I will add to the basic solution.
A column "sent to location" will appear in the spreadsheet with a label A or B, so you can see the distribution and review the history.
Error logging: if the email did not send (Gmail rate limit or another error), the script tries again and marks it in a separate column for manual checking.
An email template with all form fields in logical order, with a subject like "New lead from form X, location A".
