Верстальщики не подключают из фреймворка бутстрап ничего кроме самой сетки, которая весит не много, но и без бутстрапа можно обходиться, тут уже зависит от самого верстальщика, умеет ли он вообще верстать адаптивно без бутстрапа или нет. По сути, бутстрап сетка это набор классов для адаптивности.

Насколько я усведомлен, Bootstap не позволяет выносить grid систему отдельным css файлом, могу ошибаться.
К примеру Pure.css позволяет это делать -
Всегда беру только сетку. В остальном не вижу профита переопределять элементы и раздувать код
