Ну если человек делал крупные проекты на Вью, Реакте или Ангуляре, и у него опыт больше года, то какбэ уже подразумевается, что он знает JS и умеет на нем программировать. Вам нужен верстальщик или программист? Так как список требований подразумевает не верстку, а описание логики приложения.
