эмуляция старых игровых автоматов в виде Windows-версии с сохранением логики игры, service/admin menu, credits и basic functionality. Без привязки к реальному железу на первом этапе.
То есть скорее понять, насколько реально запускать подобные старые системы в виде desktop/VM решения, а уже потом смотреть в сторону периферии и полной hardware-эмуляции.

Є така програма для віртуалізації як qemu. Вона досить потужна і гнучка, якщо ви знаєте характеристики заліза, маєте гру чи систему яку хочете запустити то цілком може підійти як рішення. У вас щось є?

є мільйон емуляторів будь-яких ігрових автоматів. є приклади реалізації ігрових автоматів з емуляторами під віндою. в гуглі повно кейсів - сам не раз зустрічав. не треба винаходити велосипед - все вже давно реалізовано
