Timur Nazarov Nazarov StudioУже есть бесплатный инструментарий от гугл который переводит любой набранный текст в речь много разных прог и модуляторов, если использовать нейросеть и искусственный интеллект для фразовой динамики и интонационной подачи с максимальной приближенностью к реальной речи сделать так же можно но тогда бюджет нужно увеличить в несколько раз так как тут в связке работают 3е человек звукореж, технарь и программист который прошьет железо или седалет софтину. Можно поискать и готовые решения но сново ж таки зачем если все есть и бесплатно.
