Давайте по порядку, потому что ничего не понятно :}
1)Вам необходим 3Д торт, верно?
2)На торте должны присутствовать, 3Д Стрелки как на синей картинке, я вас правельно понял?
3)Стрелки должны быть выкрашены в желтый, так?
4)Цвет торта оставть, такого же цвета как на изображении, правельно?

Тут все дело в фомулировки задачи, по этапно, страшного ничего в этом нет, ругать за это ни кто не станет :}
Раз речь идет о торте и стрелках, хотелось бы по подрбней, например
1) Торт сделать в 3д или в векторе для печати
2) Цвет торта должен быть (ваш вариант цвета), если цвет фирменный, пример фирменног цвета или логотипа
3) Стрелки, цвет стрелок (укажите ваш цвет), размер стрелок (укажите размер), где они должны располагатся (По окружноти торта? в хаотичном порядке?), будут они в векторе или в 3D
4) Укажите бюджет, в который вы бы хотели в ложится

если вам нужна стрелки именно в том ракурсе, в каком есть приложеная картинка на синем фоне , то никак 3д вы не получите. сверху ВСЁ РАВНО всё выглядеть плоско. можно лишь придать эффект псевдо-объёмности с помощью теней и бликов.
может коллеги знают другие способы - я нет. -
