I have been working in the WMS and warehouse automation market since 2008. I have implemented systems for Nova Poshta, Rozetka, ALLO, Apteka911, Meest. I specialize in selecting WMS for production and warehouse processes: location-based storage, FIFO/FEFO, voice picking, integrations with ERP.
I quickly reviewed the proposal from ITIKO. Here are a few comments to consider before making a final decision:

Stage 1 is in Beta status. In fact, you will become the first production client. This is not necessarily a downside, but the SLA, penalties for critical bugs, and access to the source code in case the team disbands should be stipulated in the contract from day one.
The two-way exchange with 1C/BAS is pushed to Stage 3. In Stages 1 and 2, synchronization will be either manual or through workarounds. This is critical for production, especially when writing off batches.
"Microsoft Edge Neural TTS" as the basis for the voice module: this is an unofficial voice service, and Microsoft can revoke access at any time. This poses a systemic risk for production-WMS.
"$25/hour for core changes + average changes for 10 minutes to 3 hours" sounds like an advantage, but such speed hides a lack of change management process. On an industrial scale, regressions after each "quick fix" will eat up all the speed gains.
The proposal clearly states that Stages 2 and 3 "are not fully assessed and may vary." The amount of $25,100 (license + implementation for option B) actually covers only Stage 1. It is advisable to fix a cap or range for the entire project; otherwise, the actual budget may drift by 1.5-2 times.
The pilot project for $2,500 with Stage 1 in Beta status means you are essentially paying to participate in beta testing their product. This position should be repackaged as a discount off the full implementation price, rather than as a separate service.

The stack is workable, but the proposal itself is structured in a way that you will definitely encounter hidden pitfalls in Stages 2 and 3, which are "blurred" in the proposal, and you will become completely dependent (vendor lock-in) on a single developer.
