At the moment I’m looking at all options – from updating packages to virtualenv, to moving to a new server.
(For a word, the pip to virtualenv is easily updated, but the python3.7 is taken from the main system and on Debian8 requires too many changes in dependencies. )

Python 3.7 нет в Debian8. А если подключить репозитарий от Debian10 - то установшик предлагает снести вообще все вместе с Апачем.
Если вручную переписать Python3.7 (вместо 3.4 ) в директорию virtualenv - то он ругается на отсутствие C библиотеки нужной версии (и подозреваю что ему еще не понравится библиотека ssl). Я могу и библиотеку вручную закинуть, но не факт что что-то другое не сломается.
Тут нужен совет от того, кто на все эти грабли уже понаступал.
Или можно сервер с нуля переустановить, но тогда нужен совет какую панель ставить, потому как без панели сложно настраивать и сайты, и сертификаты, и почту, и jailkit и тд.

pyenv можно установить - это решает проблему с несколькими версиями python.
Либо из исходников собрать 3.7 версию. Или с этим тоже проблемы есть?
Кстати, какая версия django используется в проектах? При переходе на 3.7 не полетит ничего?
Вообще конечно советую переехать на самый последний стабильный дебиан, т.к. восьмая версия более не поддерживается, судя по дебиан-вики, и накатить новые версии всего, чего только можно, ибо потом это будет делать еще сложнее.
По поводу панелей не могу ничего подсказать, т.к. не пользовался ими ни разу, все настройки через консоль провожу. -
