Тук вы по-другому и не сделаете. Либо куки которые храняться у него в браузере (айпи вообще не нужно отслеживать), либо после регистрации уже в базе.

А разница... Насколько я поняла проблему то...
* У человека есть сайтик и он хочет отдавать некий контент, который основан на айпишке
* скорее всего (146 путлеров) стоит какой-то плагин кеширования, который будет отдавать то, на что зашел первый юзер.
* Все остальные видят то, что отдает кеш.
Проблема скорее в этом.

Но кажется, что не подходит под данную ситуацию, чистить кэш после сетапа cookie пробовал, тоже не отрабатывает -
