Программка на сервере раз в заданный в секундах интервал следит по api за курсами и добавляет на автообновляемую веб-ленту ссылки на bestchange.ru для валютных пар заданных в csv-файле с прямым курсом выше, чем обратным по одинарному или двойному обмену не меньше, чем на заданный %. И есть csv-список валют и обменников, обмены через которые не делать (вместо них брать другие лучшие).

по крону или иначе - программисту решать, лишь бы рез-т был

добавление ссылки - значит в веб-ленте появляется эта ссылка. ну и сопутствующая ссылке информация: какая на какую валюту, курсы, заданный коэффициент, рекомендуемый обменник с лучшим курсом для каждого обмена.

не обязательно php. быстрее работать или программировать? python - он выдавать веб-страницу будет или как пользователь будет получать эту инфу?
