Переключение по городам (как мультиязычность), но при этом:
Сам каталог товаров не должен копироваться для каждого города отдельно, а был един на все города
Чтоб для каждого города можны было прописывать свои мета-теги, заголовки и тексты на каждой странице, кроме страницы карточки товара. (страница с карточной товара и ее описание остается неизменным для всех городов)
Путь должен быть таким:

sait.ru/kazan/.......
sait.ru/penza/.......
и т. д.
