Язык обработки SOAP должен быть PHP или на мой выбор(для soap я бы java предпочел там по wsdl сразу классы строятся и сразу можно работать )?
Там две версии soap в спецификации По какой работать?
И где спецификация вашего api?

Ваша система имеет api? Можно сделать шлюз .
Я (отдельной приложение на java)"толкает" польскую службу вакансий по soap беру данные(Навскидку как я понял он возвращает упакованный в zip файл json ) обрабатываю их и по Вашему api толкаю их Вам.
