1. Это лучше делать с помощью Powershell. Если нужен запуск по времени, то скрипт Пауэршелл можно запустить системным планировщиком.
2. Вот такой код работает: Ins:: Send ^+{Left}{Backspace}
Но если у вас Windows 10, то я бы порекомендовал вам использовать приложение Power Toys, в составе которого идет клавиатурный менеджер, с помощью которого можно переназначать как отдельные клавиши, так и целые сочетания. Скачать можно тут: https://github.com/microsoft/PowerToys/releases/tag/v0.43.0
3. Лучше воспользоваться редактором клавиатурных раскладок. Скачать его можете тут: https://www.microsoft.com/en-us/download/details.aspx?id=102134

1. Autohotkey мне понятен и проще, а разбиратся еще и с Powershell нет желания. Указанный скрипт в Autohotkey пишеться за 30 минут человеком который в нем хоть что то понимает.
2.Благодарю, действительно проблему вызывал лишний return
3. Когда я изучал способы решения проблемы то помню что читал про Microsoft Keyboard Layout Creator и cтолкнулся с какими то непреодолимыми проблемами(не помню уже) так что в итоге бросил его мучать.

1. Папка при каждом запуске одна и та же, или должна быть возможность указать папку при запуске?

После завершения сборки надо перейти в папку Documents/Название раскладки, и запустить файл setup.exe. Потом в настройках языка добавить ее, а ненужную удалить.
