Interested in your project, acquainted with the method of Homory (the method of branches and boundaries), the finished programming implementation was not found - you will have to develop from zero.
With the document from the description familiarized - the essence of the application, in principle, is clear.
I can offer implementation in the form of a Jupyter Notebook (open exactly on any OS if Python3 is installed and the required list of packages) or a desktop application (I can't guarantee the graphic libraries' compatibility with the MacOS at 100%, but the solution can be found in any case).

В программном коде необходимо наличие комментариев. Python под macOs, алгоритм не знаю. По интерфейсу как будет вам удобнее, главное реализовать наглядный вывод результата минимизации (оптимизация срока окупаемости).
