Написать скрипт
Нужен скрипт который будет проверять какие из расширений есть в браузере посетителя. При обнаружении необходимого нам расширения - выводить юзеру попап с предупреждением.
Попап адаптивный и с возможностью закрыть. Т.к. список расширений будет регулярно пополнятся - будет удобней сделать в отдельном файле.

Если определять что то такое как AdBlock как то можно.
Но чтобы любое расширение.
С помощью расширения это можно сделать.

Веб-сайт живет полностью своей жизнью, и ничего не знает о браузере, и никак не может с ним работать. Узнать что-то такое можно, только если работаете из своего расширения.
С помощью API-метода chrome.management.getAll получаете список установленных расширений, дальше ваша магия. -
