Не получится: можно каждлму пользователю выставить права доступа к разным ячейкам, но видимость данных для всех пользователей гугл (и не только) таблиц одинакова и единовременна, т. е. если скроете строку для одного - она скроется для всех, закрасите цветом для другого - она опять закрасится для всех. Кроме того любой с доступом к таблице "на просмотр" может скопировать ее себе и просмотреть все, что хочет. Если трактовать вашу задачу буквально, то то, что вы хотите, сделать не получится, а вот альтернативы - обсуждаемы.
