Используется mysql, В конфиге mb_internal_encoding("utf8") закоментил эта ошибка пропала, заработала авторизация на входе в парсер, но теперь выпадает вот это

подозреваю что сервер у Вас не правильно настроен
во первых нужно проверить настройки php в фале php.ini
дальше, уже смотреть по факту

mb_internal_encoding не нужно было комментировать, теперь возможно получите каракули в БД вместо нужного контента 🙂

ещё возможно просто версия php не совпадает, спросите у разработчика парсера, какая версия минимум нужна для его парсера
