A VAT certificate is required to keep trading on eBay.
A recent change in German law means that from 2019, we must collect certain tax-related information from sellers. To ensure that you can keep selling to or from Germany, you need to provide us with a certificate (“Bescheinigung nach §22f UStG”) confirming the tax registration of your business in Germany.
Important note: You only have 14 days to provide us with your certificate.
If we do not receive your certificate on time, we are going to suspend your eBay account. Therefore, we highly recommend you contact your tax consultant to discuss next steps. Tax evasion is a criminal offence. eBay continues to work with German authorities to prevent it and will take action against those who don’t comply with the law. This includes but is not limited to listing removal and account suspension.

Уже ничего не делать. 😈 За 14 дней вы не успеете зарегистрироваться фирму (а плательщиком НДС, и соответственно иметь сертификат может быть только юрлицо). Попробуйте найти дружественную фирму и договориться с ней, если конечно аккаунт у вас не зарегистрирован на физ.лицо. Хотя и это вряд ли, учитывая законопослушность немцев. Так что готовьтесь к заморозке аккаунта, к сожалению.

Иностранные компании - это компании, которые не имеют ни зарегистрированного офиса, ни руководства, ни филиала в Германии (см. § 13b абз. 7 Закона Германии о налоге на оборот - UStG).
В принципе, иностранная компания, не имеющая зарегистрированного офиса в Германии, должна декларировать НДС в немецком налоговом ведомстве для операций, облагаемых налогом в Германии, уплачивать налог и подавать налоговую декларацию.
Для этого компания должна зарегистрироваться для уплаты НДС в ответственном налоговом органе.
