When adding a new client, an error occurs

The solution was to delete one of the duplicate records from the table MSmerge_genhistory, and then restart the snapshot agent to create a new snapshot.
This is because a snapshot is a series of flat files with exported data. Deleting a duplicate record from the database does not remove it from the snapshot files; only recreating the snapshot will allow this to happen.
