К сожалению, у вас самописный сайт, а я специализируюсь на Wordpress. С вашим сайтом я не смогу поработать.
Ради эксперимента попробуйте развернуть копию сайта на другом хостинге и проверьте скорость загрузки. Если она изменится то проблема в хостинге, если нет - надо настраивать кеширование как минимум.
