На этом сайте есть система, которая называется сейф. Она дает гарантии того, что фрилансер не кинет вас, а вы его. При использовании сейфа третьей стороной является администрация сайта, к которой можно обратиться если у вас споры с фрилансером. При использовании сейфа вам придется зарезервировать оплату на сайте, но программист получит оплату только после того, как вы нажмете кнопку "работа выполнена".

Вместо категории C/C++ (данный язык использовать для вашей задачи нецелесообразно) можно было бы указать Парсинг данных.
Предыдущий ваш проект на эту же тему ожидаемо не взлетел с бюджетом 1000 грн., а с текущим бюджетом (8000 грн.) шансы, конечно, повыше 🙂
