Я бы советовал перенести сайт с 2 опенкарта на 3 с установленной этой темой, или просто взять дизайн и интегрировать на существующий сайт. Если сайта пока нет, то и смысла выбирать 2 опенкарт нет. Если же есть, то там 100% есть изменения, которые и так придется интегрировать в тему.

Под 2.3 делались все модули импорта и не хочется переходить на другую версию.

Модули импорта имеют меньше файлов и их легче перенести на 3 версию.

Можно просто добавить поддержку twig - и будут работать tpl и twig - вчём и есть разница между шаблонами для 2 и 3 версий
