Да использовать библиотеки можно, речь про то чтобы выйти из инфаструктуры Django, и иметь работающий с FastApi, отдельный скрипт как полноценное приложение с тем же функционалом и работы с ботом.

Не думаю что эта информация полезна, для реализации задачи, просто нет необходимости в ней, работать с базой в рамках задачи не нужно, админка такж не нужна, особенно от Django, задача переписать бот, вместо работы с базой, сделать запросы, и оставить +- такой же обьем функционала.
