По поводу подключения платежки Portmone - 2000 грн за интеграцию.
Есть опыт интеграции таких платежек, как Safecharge, Adyen, Hipay, Truevo и других.
По поводу рейтов - 200грн/час или можно обсуждать за каждую задачу отдельно.
С moodle знаком, правда, с более ранней версией.

Поставьте 1000 грн., а не 100 гривен. И откликов на предложение будет больше. Уважающий себя, хороший кодер, на ставку ниже 300 грн. даже не обратит внимания. Или же вообще не ставьте цену, если цена плавающая.
