Все, що Ви описали в завданні проекту можливо виконати, якби у Вас було пряме підключення до бази даних.
API - це набір доступних функцій, які, по-перше, на вході повинні мати певні вхідні значення, а потім повертають значення, частіше за все, у форматі json.
Вашу задачу можливо вирішити, але потрібно обговорювати шляхи, від цього буде залежати і вартість -

Ви - молодець, що знайшли вирішення питання, але чому самі його не реалізуєте ? Все ж написано по крокам.

Я працюю виключно з таблицями. Можу підключитися к простому джерелу, наприклад Excel. В моєму розумінні – REST API це мова запитів. В технічній документації PROZORRO я навіть не можу знайти URL адресу) Може це питання і вирішується легко, а може ці статті взагалі не підходять під мій кейс. Тому мені простіше залучити людину, яка на цьому розуміється.
