В принципе на полу должна быть возвышенность с отверстиями для ножек стульев, стул держит защелка внутри отверстия , как только прошла оплата защелка подтягивается электромагнитом и можно вытащить стул.
После того как стул забрали защелка возвращается на место под воздействием пружины и когда стул возвращают его просто вставляют в отверстие - защелка отодвигается под давлением и защелкивается когда ножка стула полностью вставят в отверстие (в ножке стула должна быть прорезь и выемка).
Делайте на нормальных чипах не чудите на ардуино - конечно если это серьезный проект и он востребован)).

А можно вообще без замков, пока стул стоит в зоне выдачи все норм, если его взяли и не оплатили он пищит и требует его вернуть назад😁 , если оплатили то молчит и ждет когда время закончиться и потом требует его вернуть вместо от куда его взяли 😎 или доплатить 😁 .
