Convert a picture into a vector

Hello. There is a logo for a flower shop. It needs to be converted from a raster image to a vector format. Ideally, SVG so that we can edit it (mean- ing it should be line art) - please provide the cost of the work and the timeline.

A fully recreated vector logo is required at the output, as identical as possible to the reference, with prepared versions for web, print, and branded products. The main requirement is to create a fully vector logo that can be scaled without loss of quality.
