Задача интересная, но возникает встречный вопрос: зачем изобретать велосипед, если его уже придумали? Если вам нужен промежуточный софт между рассыльщиком и сайтом, то есть уже готовые решения.
Например:
1) скрипт, который сканирует поведение клиента на сайте и включает определенные триггеры;
2) скрипт, включающий всплывающие окна в зависимости от поведения клиента на сайте;
3) автоматическая активация клиентов, если они забыли неоплаченную корзину на сайте.
И еще масса вариантов.
