как-то чудно задание для 3д-моделера поставлена.
мне кажется, что если именно для моделера, то надо бы как-то так: сделать N-ассетов. дом 1 (реф), дом 2 (реф), облако 1 (реф), облако 2 (реф), машина 1 (реф), машина 2 (реф). текстуры (надо/не надо). модели экспортировать в glb. полигонаж (если есть).
на этом задача моделера заканчивается.а дальше уже давать задачу для программиста, который это анимирует в вебГЛ или где вам нужно - надписи прицепит и т.п.. либо для аниматора, либо для лвл-дизайнера

Если не планируется изменение ракурса при взаимодейстии посетителя с интерактивом - лучше обойтись без 3d и использовать векторые svg.

сделаешь, зависит от типа анимации. такую, как на примере, с точкой схождения в центре можно анимировать проще, чем какую-либо другую

если к вектору придумьіватьь всякие там "точки схождения" єто уже будет 3д только вместо удобного инструмента для 3д сделанное через жопу в векторе..

ну так тут же придумывают всякие 3д-модели на сайте вместо html5+svg - и ничо! 😉

все 3д модели єто и есть вектор если кто не вкурсе!! вот только есть вектор заточен под 2 оси єто 2д а есть вектор под 3 оси єто 3д - и вот вьі хотите в 2д режиме сделать 3 оси -спрашивается нахіба?, если есть 3д ? а уже в каком формате єто 3д будет зависит от конкретного движка, хоть и в svg хоть и в txt пилится вся єта красота в 3д софте а не в 2д, и уже потом експортируется под нужньій формат..
