Бюджет был очень большой, даже если откинуть тонны документации и множество организационных мероприятий, то чисто по кодингу у нас заняло более 10000 человеко/часов и чуть более года реального времени, что бы перейти к этапу внедрения!
Потому такой проект это сильная команда минимум 2-3 хороших профессионала на С++ или С#. -

Как это должно работать я знаю досконально, все таки работал на высокой должности и писал на эту тему диссертацию. Не позорьтесь, такую сумму за такой проект можно написать только от глубокого непонимания уровня сложности системы. Еще раз, даже если делать этот проект "на коленке" то уйдет уйма времени и под силу такие проекты только разработчикам уровня Senior у которых ЗП начинается (для Украины) от 3500-5000 $ в месяц.
А работы там на много месяцев. Потому Вы не обижайтесь, но это слегка неадекватно публиковать такие проекты на фрилансе.
Я бы рассчитывал бюджет так (4000$ /мес * 3 разработчика * 6 месяцев ) и это тот минимум на который стоит рассчитывать. -

The program must work on Windows 10 and above, using the existing database.
A patch is required for the graphics card driver that expands the capabilities of managing the graphics adapter by adding additional user settings.
