Если делать сайт не на конструкторе, а на шаблонном дизайне согласно вашей структуре, без подключения ZOHO CRM то да, с бюджетом 2000 гривен можно сделать что то(если все на усмотрение исполнителя).
Думаю вам следует рассмотреть вариант разработки вашего сайта без использования конструктора и после завершения разработки сайта, подключить его по API
