Отпечатки пальцев в 1000 раз проще повторить, систему на их основе легче взломать, но её все равно повседневно используют

В любом случае за такую сумму можно нанять лишь одного программиста на три месяца и этого явно не достаточно, что бы написать хоть сколько-то работающую систему распознавания лиц.
Вон, в Сколково целая большая компания несколько лет занимается этим и до сих пор не добилась успеха. -

но не в таком виде котором описали ВыApple делает и софт и железо, поэтому для них это реально
в чтобы Вам такой сервис сделать, то нужно свой девайс/смартфон/ПК сделать который будет иметь встроенным truedepth камеру и ещё нужно менять свою ОС иметь, чтобы сделать эту камеру доступным в приложениях и браузере -
