Но я крайне сомневаюсь что вы найдете эффективнее алгоритм, нежели разработчики гугла, которые имеют гораздо больше информации о источнике перехода.
Все платные сервисы работают по аналогичному принцыпу, они дают вам базу, вы уже можете направлять ее в гугл, те делают доп. анализ и принимают решение, возвращать вам средства или нет, НО никакой защиты от скликивания быть не может в априори, т.к. решение взымать или не взымать оплату принимается на стороне 3-го лица, а именно гугла -
