Речь о том, что простой путь через установку скрипта от Смартсендера на сайте нельзя реализовать.
Тот скрипт, который будет разработан конечно будет размещен на хостинге.

Скрипт записывает в Смартсендер в карточку пользователя данные из ref url., привязывая ее к конкретному аккаунту Телеграм или Вайбер пользователя, который перешел по ссылке в мессенджер. Т.е. в CRM будут сохранены кастомные данные из ссылки и начнется диалог с пользователем в соответствующем мессенджере.

А скрипты tg-script.php и vb-script.php как я понимаю размещены на хостинге.
Нужен лиш скрипт который примет урл извлечет из него нужное для передачи в смартсендер, дождётся завершения первого и передаст все в tg-script.php и vb-script.php (там это можно как js так и php реализовать в течении пары часов). Тут немного запутанность в задании есть.

Вызывая url вида https://www.domain.com/tg-script.php?user_id={{integer}}&course_id={{integer}}&price={{decimal}}.......... мы запускаем скрипт, который лежит на хостинге, скрипт извлекает refы из хвоста ссылки, отправляет их в Смартсендер через их JS и переадресовывает через ссылку в ТГ или Вайбер бота.
В целом вы правильно поняли
