Conditions are:
1) Write a SQL query that combines table1 and table2 to 'table2_id', where user_id = 0
2) In table1 may be several identical table2_id. We need to eliminate repetitions from the sample, we need unique results.
3) Because in table1 there may be several identical table2_id, a new condition, more complex, arises:
If table1 has a table2_id with user_id != 0, then no one table with the same table2_id should come into the sample.
