We have several ideas for implementation and a cheaper alternative:

1. Simple, using PWA technology and CMS platforms. This option will reduce costs for the web version by using CMS and duplicating the web version (site) in the form of an application that can be downloaded directly from the site (not from Google/Apple catalogs and is universal for IOS/Android).

Cost from $7000, timeline from 2.5 months.

2. Complex, but fully controlled product, using Flutter (a popular framework for cross-platform development). In this case, the product can be placed on the App Store, Google Play, and not be limited by the constraints of the chosen CMS system, as is the case in option 1.

Cost from $12000, timeline from 4 months.

I also propose an alternative, within which you will receive a decent WordPress site that will perform the main booking functions as in the provided example. Cost from $2500, timeline from 1.5 months.
