Если замки, то это 2 половинки блистера нижний и верхний соединяются замком, а внутри картонка с инфою.
Если картонка как подложка - то блистер 1 и загибаются края. Как вариант - блистер приваривается лаком к подложке.

Я думаю делать с замком, половина фитинга снизу, половина сверху.
В картоне прорезь для фитинга.
В блистер впадина под картон. -
