На счет подписок на живых людей - то тебя скорее всего быстро забанят. Плюс скорее всего нет возможности вытащить людей по геолокации из телеги.
А чтобы люди подписывались надо их заинтересовать, возможно тебе поможет реклама. -
Во-первых, задача такая не из дешевых и явно не 100 грн. А во вторых даже если ее реализовать, то этот бот долго не протянет, телеграмм заблокирует и тебя и сам бот.

Понятно. С телеграммом все сложно, сделать что-то, что бы продвигать свой магазин а телеграмме.
