Привести в соответствие нужно все записи. Просто те ячейки, где нет адреса в ФБ, оставить пустыми. Это не основной критерий. Имя, фамилия, город, почтовый индекс, страна - это все нужно привести в соответствие по остальным записям.

Не совсем так. Для базовой загрузки достаточно даже одного уникального идентификатора из этих:

Last Name
Чем больше данных, тем выше точность аудитории. В нашем случае у нас есть 6 критериев для подбора аудитории. Да, отсутствие email и телефона снизит точность подбора, но наличие Facebook Page User ID делает ситуацию не безнадежной. -
