There to convert such xlsx document to .csv format, it allows easy to import this document
to mysql (or some other) db table. Then needed small scripts to add/edit/delete/list this
items via web interface (using PHP laravel or some other framework). In this web interface it
should have 'Actions' like send email, send bulk email, send emails by filters (like for each
company from city X, etc Also use of https://developers.sparkpost.com/api/, which is easy
to integrate such API with PHP script which allows easy to send one/bulk emails.
