Для реализации вашего задания нужна серверная ОС, например Windows Server 2019 + роль сервера терминалов, тогда у каждого будет свой отдельный рабочий стол.

Це єдиний варіант? Справа в тому що активація ліцензії програми відбувалася беспосередньо на цій ос віддаленою роботою власників програми, тому при зміні ОС доведеться повторно активовувати ліцензію

Что бы всё корректно работало да. Советы по поводу терминального сервера на Windows 10 - это костыль, который может сломаться после обновления системы. Дальше делайте выводы сами нужны вам такие проблемы в будущем или нужно один раз всё правильно сделать и всё. Обычно у каждого ПО есть возможность перерегистрировать лицензию или запросить новую у разработчиков с комментарием что была переустановка системы.

Ничего страшного что Windows 10. Просто в серверных Windows есть всроеная возможность подключения нескольких пользователе. С Windows 10 тоже можно развернуть терминальный сервер
