Вам никто не сделает проект под ключ со 100% рабочей реализацией. Даже если сделать свой DNS сервер с каким-то локальным адресом, пусть даже сделать редирект запросов UDP по 53 порту на него (чтобы заворачивать DNS запросы на ваш сервер), то пользователь может с легкостью обойти такое решение — использовать DNS через TLS, VPN и ... могу еще долго продолжать... Больше того, у Google Chrome и Mozilla Firefox браузере сегодня используются уже свои DNS сервера, которые работают через HTTPS протокол. Обойти такое можно только выключив в браузере "безопасные (приватные) DNS".

Есть пример у конкурента, у него - работает. Да, гугловые сайты открывает нормально. Я понимаю что не все сайты будут работать как я хочу. Но если хотя бы часть будет редиректить, отлично.
Про ВПН само собой я в курсе.
