Основной элемент - ELEMENT2
Основной раздел - SECTION2
Есть иб с элементами где хранятся тэги в свойстве TAGS
Есть иб с разделами где хранятся тэши в свойстве UF_TAGS
Берем 1.1 ID элемента или 1.2 ID раздела выбираем из него тэги
Ищем по тэгам элементы и разделы в которых есть похожие тэги
Проверяем чтобы похожих тэгов было минимум 3
Создаем элемент в иб Материалы по теме
найдены были совпадения в разделах то заполняем id раздела в свойство SECTION и Записываем изначальное id в SECTION2 если выборка была по разделы 1.2 если по элементу 1.1 то ELEMENT2
